October 3, President Vladimir Putin ordered to suspend the agreement between the State Corporation "Rosatom" and the Ministry of Energy of the plutonium disposition due to the unfriendly actions of Washington against Russia and made a relevant draft law to the State Duma.
Agreement, the effect of which is suspended, provides for recycling of each side of 34 tonnes of weapons-grade plutonium declared surplus to military programs.
Causes
"Recently, the United States are attempting to review prescribed in the Protocol on April 13, 2010 Plutonium Management and Disposition strategies and changing the way of its utilization. At the same time the US side plans to dispose of plutonium by his burial, rather than by irradiation, as established by the Protocols ", - stated in the materials provided to the document.
In addition, attention is drawn to the fact that the United States after the entry into force of the Agreement and the Protocols thereto have taken a number of steps leading to a radical change in the situation in the area of strategic stability. So, in the explanatory memorandum states that in 2015, six new advanced command and control points are located in Bulgaria, Latvia, Lithuania, Poland, Romania and Estonia. "Their main task - in the case of appropriate action to ensure rapid transfer of large military contingents of NATO to Eastern Europe", - the document says.
It is stated that units of the US armed forces entered the territory of the Baltic states, increased the number based on their airfields NATO aircraft, and on the territory of Ukraine from US instructors provide training for militants in Russia banned organization "Right sector".
"In addition to actions aimed at changing the military-strategic balance, the United States shall take measures to loosening of the Russian economy and the violation of the rights of Russian citizens", - stated in the materials provided.
In particular, according to them, in 2012 the United States adopted the so-called Magnitsky Act, according to which "Washington stood open on the protection of economic crime in the Russian Federation, and in 2014 - the law on support of freedom of Ukraine, allowing intervention in the internal affairs of our country. In addition, the document, in 2014 the US imposed sanctions against the Russian Federation, some of its territories, businesses and individuals.
"Because the actions taken by the United States led to a radical change in the circumstances that existed at the conclusion of the Agreement and the Protocols thereto, the suspension of the Agreement is to measure the response of the Russian Federation, and is not contrary to the Vienna Convention on the Law of Treaties of 1969", - stated in the explanatory note.
This plutonium is covered by the provisions of the Agreement, it remains outside the nuclear weapons activities, which demonstrates the commitment of Russia exchange rate on the limitation of nuclear weapons, it is specified in the document.
It stipulates that the bill does not require additional federal spending.
Law on the suspension of the agreement with the USA on the plutonium disposition agreement provides for renewal in a number of conditions. Among them, in particular the abolition of the "Magnitsky Act" and the reduction of NATO military forces from the borders of the Russian Federation.
